Rename Devops Adoption Segment term into "EnabledNamespace" [RUN ALL RSPEC]

What does this MR do?

Renames "Segment" term in scope of DevOps Adoption to "EnabledNamespace". "Segment" was confusing and too abstract. This MR is quite big but all it does is just renames bunch of "segment" wording.
