Remove the usage of the`limit_projects_in_groups_api` feature flag [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

For #257829 (closed)

This MR removes the usage of the limit_projects_in_groups_api feature flag, which has been enabled by default on GitLab since 12.6.

This flag was introduced by !20023 (merged).

The doc changes to make our users aware of this change from 14.0 has been merged with !62062 (merged) already.
