What does this MR do?

This introduces a new MR template for Pipeline Configuration changes.

This template should be used for MRs that exclusively touch the Pipeline Configuration (and optionally tooling files strictly related to the Pipeline Configuration change).

The goal is to provide a check-list of things to verify, as well as actions as part of the MR.
