Sidekiq replicas for PipelineProcessWorker via FF [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This MR allows PipelineProcessWorker to use Sidekiq read-only replicas via the the load_balancing_for_pipeline_process_worker feature flag.
