Revert "Merge branch 'pks-find-remote-root-ref-inmemory-remote' into 'master'" [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Revert the changes introduced in !60583 (merged) because it breaks the Geo replication for empty repositories. For more details see #330485 (comment 571913683).
