Disable pages_serve_with_zip_file_protocol by default

What does this MR do?

It's causing #326117 (closed) in dockerized environments. We didn't add any support for inplace-chroot in gitlab-pages!411 (diffs).

So disabling the feature flag back until we add this support on pages.
