Add filters to blob search with and without Elasticsearch

What does this MR do?

Adds the ability to send "filters" in blob searches so users can refine their search. Currently supports 'filename', 'extension', and 'path'

Please note that this is dealing with both #5024 (closed) and https://gitlab.com/gitlab-org/gitlab-ce/issues/43627
