Remove saml_group_links feature flag [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Closes #322640 (closed)

saml_group_links feature flag was introduced in #267020 (closed). The feature rollout went smoothly and the feature flag is no longer needed. Remove the feature flag and clean up code as appropriate.
