Make Auto DevOps feature list into unordered list
What does this MR do?
This MR changes the list of Auto DevOps features from an ordered list into an unordered list. It also sorts the list alphabetically (to help with scanning) and removes the tiers from the items, to help with SSOT and maintaining this information (while also helping with feature discoverability).
