Revert "Support automatic transitions of Jira issues"
What does this MR do?
This reverts !53760 (merged), but keeps some unrelated cleanups in the specs.
The new automatic transition behaviour (enabled by default) was causing problems for several users, so we'll probably re-introduce this as an optional setting, with the default being "no transitions".
