Docs: User Busy Indicator locations

What does this MR do?

Updates the user busy status docs with information about the locations where the busy status will appear.

Note: There is a separate issue for adding the busy status to the reviewers section #300026

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
