Add internal and external URL config for KAS

What does this MR do?

Adds the following fields to gitlab_kas in config/gitlab.yml:

• internal_url: The URL used for GitLab -> KAS communication
• external_url: The URL used for agentk -> KAS communication
• enabled: Whether GitLab can expect a KAS to be running at the configured URLs
