Add Role and Rolebinding for CiliumNetworkPolicies

What does this MR do?

Add Role and Rolebinding for CiliumNetworkPolicies as part of cilium.io. This is going to be used by AutoDevOps as an option for users to install those network policies from there. It will include the latest labels and annotations developed as part of this epic: &3438 (closed)

A follow-up MR will be required in order to bump the version of auto-deploy-image
