Add information in regards to the cilium alerts

What does this MR do?

Add information in regards to the cilium alerts module besides the existing docs related to GitOps. Common sections got extracted as common steps.

I have tried to follow the same nomenclature as it has been used here: gitlab-com/www-gitlab-com!72827 (merged)
