[RUN AS-IF-FOSS] Disable access to security and compliance controllers
What does this MR do?
Recently, we've introduced a new feature called security_and_compliance
to wrap all the features seen under the "Security & Compliance" navigation tab for projects. The reason to introduce this new feature was, make it easy to switch on/off the menu item and the controllers related to that.
In the meantime, we've also introduced a new controller available on the CE, therefore, we have to move this new feature name and the toggle functionality to CE.
Related to #290112 (closed), #294033 (closed), !53389 (merged), !52551 (merged), !50282 (merged).
