Do not use attributes_for in RemoveUndefinedOccurrenceConfidenceLevel spec

What does this MR do?

Removes usage of attributes_for in RemoveUndefinedOccurrenceConfidenceLevel specs. With !52182 (merged) we banned attributes_for in migration specs. This refactors one of the offending migrations.
