Track metrics report uploads from CreateJobArtifactsService [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This MR adds a tracking call to CreateJobArtifactService#execute for the purposes of tracking the number of unique users that create a metrics report: #10219 (closed). Using our Redis/HLL tracking library, this will simply return a unique count, and not make the IDs available for differentiation by any associated data.
