Revert "Merge branch '226988-notify-email_participants-instead-of-external_author' into 'master'"

What does this MR do?

Reverts !48823 (merged). Its corresponding issue #226988 (closed) was blocked by #288715 (closed) which should have been merged first. It's resulted in #296087 (closed) so I have to revert.

The MR itself is fine, it was just merged prematurely. It can be re-reverted (merged) after #288715 (closed) is merged.
