Refactor pages feature specs
requested to merge 36046-extract-pages-domain-specs-from-pages_spec-and-pages_letsencryp_spec-feature-specs into master
What does this MR do?
- no need to run settings tests with letsencrypt enabled/disabled they don't depend on it
- there is already a separate file for LE specs, so no need to check in general domain tests
- move everything to a subdirectory
I just wanted to make these tests "a little bit better".
