Add allowed to push superseding codeowners for web ide

What does this MR do?

In the original issue, we allowed the 'allowed to push' group to supersede the code owners approval requirement. We missed the web ide and single page edit, and this MR fixes this and allows them to supersede the code owner approval requirement.
