Enable admin_new_user_signups_cap flag by default
What does this MR do?
This MR enables the admin_new_user_signups_cap
feature flag. This will display the User Cap setting to admins from self-managed instances (EE only) and allow them to configure to configure it to the number they decide. If the User Cap is not set to any number, no limits will be applied.
