Add download action to the Terraform state listing
What does this MR do?
We are adding actions to the Terraform State list.
See issue: #273592 (closed)
This MR will:
- Update GraphQL query to include file information
- Update helper methods to include admin information
- Add new dropdown to the terraform vue table. The dropdown will only appear for admin users
- Add new download button to the dropdown
- Update associated translations and tests
