Add devops adoption table component

What does this MR do?

This MR introduces the table needed for the devops adoption feature. The backend is not yet ready so we're only including the table here, no integration.

This has been introduced in a stanbdalone MR in order to iterate while being blocked on the larger feature.

The changes in this MR can be tested via !47164 (merged)
