Update GraphQL IssueMoveList mutation to use new Global IDs

What does this MR do?

Related to #268042 (closed)

This MR changes the GraphQL IssueMoveList mutation to use the new GlobalID types for the board_id argument, with the temporary compatibility layer added in !36209 (merged).

The arguments from_list_id, to_list_id, move_before_id, and move_after_id represent model IDs of lists and issues so changing them to use Global ID would be a breaking change. For this reason, I've disabled the cop for these lines.
