Migrate repo file status icon tooltip to gitlab ui
What does this MR do?
Removes vue_shared tooltip and replaces with GitLab UI
NOTE: This tooltip is not properly displaying in the UI. There is a separate issue to address this: #270048. I'd like to keep the scope here to simply removing the vue_shared tooltip and fix the bug separately.
