Move devops markup to partial

What does this MR do?

This merge request moves some additional HAML markup from the dev_op_reports file into a separate partial. The markup being moved is specific to the report feature, which will be rendered into a tab, behind a feature flag in !46005 (merged)

There is no functional change in this MR. All that we are doing is moving code in order to made the next steps neater, and easier to review 👌
