Add devops reports tabs behind ff

What does this MR do?

Introduces the tabbed layout into the devops report page. Adds a feature flag to toggle between current layout and new layout.

Step one was neatening things up with !45978 (merged) and !46113 (merged)

This is step 2 in resolving the issue.
