Move devops score content into partial

What does this MR do?

This MR moves the Devops Score content into a partial.

This is a stepping stone to introducing tabs within the HAML file. As has been implemented as the smallest possible change.

Tabs will be introduced in !46005 (merged) and this MR enables the next step to be cleaner.
