Increase the count of allowed dotenv variables to 20

What does this MR do?

This MR updates the ParseDotenvArtifactService's MAX_ACCEPTABLE_VARIABLES_COUNT from 10 to 20- allowing CI jobs to inherit up to twenty environment variables through a parsed dotenv file. Our docs describe this functionality.
