What does this MR do?

Adds the Invite your team to the empty group state for maintainer and owners.

Note: this is behind an experiment(feature flag), so no changelog.

How to verify locally(gdk)

• Create an empty group
• Navigate to that empty group and append ?force_experiment=invite_members_empty_group_version_a like this: http://127.0.0.1:3000/gitlab-com?force_experiment=invite_members_empty_group_version_a
