What does this MR do?
This MR adds the documentation for Add Support for Canary-Weight ingress annotation via API.
Rollout Issue
#260295 (closed) is the rollout issue for canary_ingress_weight_control feature flag.
It's fully rolled out already on gitlab.com.
Manual QA
The setup flow was actually tested in the sample project.
