Move deprecated pagination components to blocking in Pajamas Danger rule

What does this MR do?

Makes deprecated pagination components blocking. Migration has been completed for pagination, so we should prevent users from re-introducing old deprecated components. MRs that add those components will fail on Danger job, it will prompt an error message and recommendation to use Pajamas components instead.
