What does this MR do?

Project access tokens were introduced to self-managed instances in 13.0. We're now expanding the feature to paid accounts (to prevent abuse) in GitLab.com.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
