Move an EE-specific queue to the EE-specific queues part

The diff only includes a change that isn't in the CE MR since by definition, the changes in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/16710 are already in EE! That said, I took the opportunity to move an EE-specific line to a group of other EE-specific lines.
