Add pages deployments uploader

What does this MR do?

Add uploader for GitLab Pages deployments

Use GitLab uploader and override only dynamic_segment

Add settings to gitlab.yml.examle

Use pages path as root directory for local storage

Add settings for pages object storage

The only user-facing change is these settings, and they are useless ATM, so don't think we need a changelog.
