Add Danger rule for deprecated components

What does this MR do?

Adds Danger warning when deprecated components are used instead of Pajamas ones.

First iteration of gitlab-com/www-gitlab-com#8596 (closed) - Add initial Dangerbot rule to gitlab repo.

Tested with dummy changes in the following MR (not to be merged) - !40798 (closed)
