Add ability to track unique uses of API endpoints

What does this MR do?

• Adds a API::UniqueCalls Grape middleware to fascilitate the ability to track unique uses of an API or set of API calls. This builds from the work done by @m_frankiewicz in !33146 (merged).
• Uses this new middleware to track unique uses of audit event API calls.
• Adds specs to assert new functionality.
