Add runbook to metric dropdown

What does this MR do?

The MR !38449 (merged) adds Runbooks as a field for metric alerts. This MR adds that runbook as a clickable link to the metric dropdown.

Requires the alert_runbooks feature flag to be enabled (until !39315 (merged) is merged).
