Deployer authorisation for protected environments

What does this MR do?
Users may be granted access only to deploy an protected environment. This includes Reporters, who in this iteration, may be granted access only via a being added to a group.
This MR does not give access to perform any other actions on the protected environment, nor does it gove any access to unprotected environments. Additional actions will be covered in a follow-up issue.
