Merge Request Analytics page MVC FE skeleton

What does this MR do?

This MR adds the skeleton required for the MR Throughout chart MVC. It is a small iteration towards resolution the related issue.

How to test:

1. Make sure you have ultimate plane.
2. Enable the feature: Feature.enable(:group_merge_request_analytics)
3. Navigate to the page: some group / analytics / Merge Requests
4. You should see the page as per the screenshot below
