Use memoized start/finish for metrics based on issues table

What does this MR do?

In !35298 (merged), the min/max Issue IDs were memoized, and it was noted that we might want to use these for other metrics.

This MR uses those memoized values where applicable. Each time we use memoized min/max values, we eliminate the two queries that would have been performed to get them.
