Optimize usage ping metrics based on issues table

The following discussion from !35298 (merged) should be addressed:

@a_akgun: Are there any other metrics based on the issues table which could benefit from issue_minimum_id, if so could be useful to open a new issue to also check and move them to issue_minimum_id/issue_maximum_id
