Fallback to random-based roulette when no one is picked otherwise

What does this MR do?
With the timezone-based suggestions, it can happen that no maintainer is currently available (based on their timezone). In that case, it's better to fallback to the random-based strategy in order to maximize the change to suggest a reviewer/maintainer.
