Add author link to the Jira issue entity

What does this MR do?

We are adjusting the Jira issues page #223917 (closed). After the feedback about how to handle external links #227099 (comment 375250321), we are adding the Jira author profile link, to go directly to their Jira profile.

This is the backend part to support the work in the frontend.
