Reword unresolved discussions widget and make 'resolve threads' interactive

What does this MR do?
For #215174 (closed)
- Updates the text of the "unresolved discussions" widget to account for "one or more" open discussions
- Moves the prompt for "the threads" to a button next to the button to open a new issue to resolve the discussions
- Moves both of the buttons below the text
