Update Issues list to work with Jira issues

What does this MR do?

Issues #223917 (closed) and #227099 (closed). Part of &3622 (closed)

• Only updates Vue version since this is what we will be using for the feature. Main feature behind feature flag jira_integration so these changes will not be shown to the user.
• This MR makes slight changes to the UI that allow the issuables list to work with Jira issues.
