Return ID for newly created vulnerability issue links

What does this MR do?

Related to #9424 (closed)

As desribed #9424 (comment 372408694) we need to return ID of the Vulnerability Issue Link entity to be able to allow user to delete the link immediately. This MR adds ID to the API entity.
