Run coverage on 2-hour scheduled pipelines only

What does this MR do?

Coverage isn't accurate in some cases where unit/integration/migration tests don't run, so we disable it entirely for MR and master push pipelines.

This implements what is suggested at https://gitlab.com/gitlab-org/quality/team-tasks/-/issues/557#note_367304244.
