Enable running of ActionCable in in-app mode

What does this MR do?

Reintroduces !33943 (merged) and !34195 (merged)

These were reverted in !34291 (merged) due to a bug in the Rails cache setup.

This MR fixes the problem by reverting the Redis initialization change and moving the ActionCable config into environment variables so that we don't have to move the cache initialization after gitlab.yml is read.
