Auto close related alert issue on recovery

What does this MR do?

This adds in functionality to match that of the PrometheusAlertEvents behaviour, where we close issues when we receive a recovery alert.

Part of #222253 (closed).

Unsure if a changelog is needed, as this is updating functionality to match as part of a refactor ~backstage change.
